Don't remember any calls for Haas or Williams getting an exception.

It's also not as simple as granting an exception and washing your hands. Granting an exception creates a precedent. Especially as those rigid rules are what makes this a sport.

There should be a precendent! If something comes off the track and damages a car through no fault of the team, they should be able to repair. Why penalize the driver for an environmental condition.

A drain cover famously destroyed Ricciardo's car a few years ago. Not sure what they did back then

Drain cover incidents are nothing new (sadly) but history seems to fall to two categories: incidents with not as much damaged and requiring no restricted parts, or ones that happened during the race with no opportunities for repair anyway.

Well russell had far less damage in 2019 so he did not get a penalty. No expectation needed in that case.
