They need a forum where if a manager/club is unhappy/wronged by a referees decision they can call a meeting and discuss it and create ways to make sure these issues don't reoccur.

Can't really blame Arteta/Arsenal on this as what other options do they have to express their opinions on poor decisions?

Talking to the press makes it a known issue for everyone watching and highlights the mistakes the PGMOL make which in turn should make them improve.

Premier League needs to intervene and improve the Refs/VaR because who else has enough power to make it better for everyone else?

PGMOL and the FA go deaf whenever a big mistake happens.
