Windows 11 doesn't require a Microsoft account. It's a bit of a bitch to install without it but it does work without issues.

You can easily install it without a working account, that's true, but the installer requires you to enter an account address. Other methods, with certain commands in the shell that are supposed to restart the installer, did not work last time I tried.

Microsoft's intent here is very clear and any discussion about it is rather arguing about semantics.

You can choose to "join domain" and then just create a local account. It's a bit hidden but it's there without breaking the installer. I still recommend breaking the OOBE by choosing "English (World)" as your language at the beginning of the install to skip bloat installing itself but it's not required to install windows with a local account.
