That's the whole point of their project. All the higher attendances were against the clubs filled with stars. They're in infancy stage where they're building popularity of the league and it will take several years (I guess until the WC they want to host) before they hit their goal.

I guess the next summer transfer window will show their true potential. If they keep attracting the biggest former stars and some current great players, the attendances will definitely rise.
