Participants performing a three-second eccentric bicep contraction thrice weekly saw strength improvements. Daily 20-minute exercises might be more beneficial than a single 2-hour weekly session. This is barely a study. I have heard and agree on frequently exercising but giving people 1 single bicep curl 2x a week vs 3x a week for a month seems really inconsequential

It might seem inconsequential but confirming whether it is, is exactly their job.

Sure, but my critique is more "is their article worth making based on minimal findings and one person's suggestion in quote form?"
