I'm not American (or European) so my opinion is purely an outsider's impression, but it seems like the multiple tiers of gatekeeping that laws must pass before coming into effect (the house, the senate, as well as the president themselves) seem like a recipe for Beurocracy and thus ineffective government.
add to that the unlimited terms and lack of age limiting on elected officials, and it makes it seem like the system is just designed to make accomplishing anything as difficult as possible.
