I think like with any zero-cost thing, there going to be a long tail phenomenon where there are many many MANY low population/sales/user/usage items.

Be it music streaming, book sales, subreddits, communities, FB groups, blogs, flickr photos... basically where there's no (tangible) cost of inventory/hosting/storage/production.

The upside is that almost everyone can find a niche. Even if it's a small niche.

Mods should have some control and rationalize them.

This really depends on the goals of the platform. Do they want to spend the time deleting 2-person communities when it doesnt bother anyone (except maybe you)? What is the philosophy of the platform's owner?
