The problem I see is them being willing to put in the money required to buy up that much land. They were able to build as big as they were in Florida because they were able to buy up a bunch of swamp land using shell corps and then develop it all during a time where there weren't as many (if any) environmental policies. Even if they were to try and buy and develop a bunch of swamp in say Louisiana or Mississippi and use the same plans, the environmental cost of disturbing that much swamp land is astronomical.
