Billet Labs decided that they don't want it back and just want the compensation instead. They started to make a new prototype as it is likely faster than them getting back the original if at all. Can't say I blame them.
I may be wrong ~~but didn't LMG put it in their tormach to shave off THERMAL MASS such that the block didn't interfere with RAM?~~

I just rewatched to see (wanted a refresher on just how badly they trashed Billet): they machined down the heatsink from the motherboard to make clearance to the Billet Labs block. They didn't modify the block itself.

Where did you read that Billet Labs didn't want the block back?
Billet Labs made a post on reddit and in that post had a comment update saying this. They mentioned they already had started making a new prototype as they can't guarantee that it would still be in usable condition as well as some other reasons.
