To be fair, a lot of this is RTD's usual promotional bluster, but he knows his Who lore and how much the fans do too. I don't think he's talking lightly about "shake-ups" to what we know or think about Gallifrey.
Now, whether viewers are going to approve of or even care about those changes — that's an entirely different matter.
This probably isn't a very original idea, but...could the Rani be Tecteun?
Sure, I guess. It wouldn't look great that Gallifrey can't have two separate, female science geniuses, but on the other hand that tracks with how human sciences have treated woman professionals.
Any chance to also roll Romana into the same package?

I was really just thinking about the mad scientist angle, and how that bit actually works pretty well.
