Since he's a cop that means no charges right? Just a child with life altering injuries?

Criminal charges, no. He (and the department/local government) are still going to get their asses sued in civil court though.

The headline literally says he was charged. He was off duty. Also, even if he was on duty, Colorado does not have qualified immunity.
