You'd need to find somewhere that doesn't depend on ratios. Not many VPN providers support seeding ports these days
Many (most? It's just north America I guess) countries don't give a shit about piracy and would never allow an ISP to give out ips and personal information to companies so they could sue. So, depending where you live, no VPN needed.
Sometimes. Many of their IP ranges are blocked on streaming services because they know people are using them to get around regional blocks.
