That seemed like a small explosion for an anti tank mine, no? Also, should it really have gone off on infantry?

Here's a video with the same mine going off on infantry. They are dropped by drones on to roads and Russian positions.

Yeah the explosion looks bigger there. Is there a reason they're so sensitive? My understanding with anti tank mines is they should intentionally ignore infantry in order to focus on damaging tanks and vehicles. Or is this just the cheapest/easiest way to make anti tank mines in this war? Make mines strong enough to destroy a tank and hope infantry don't run into first?
