That’s not true. I can think of a quick change that will greatly improve air safety: ground every single plane, effective immediately.
Would it affect my upcoming vacation? Yes. But would it work? Yes.

No. I am very good at being sarcastic for pedantic reasons. Now, coming up with a suitable solution is hard

You dont make flying planes safer by not flying them the same way you dont become a safer driver because you dont drive.
Makes sense but unlike with driving, you can literally shutdown controlled airspace. So imagine if cars all had identifiers that could be tracked remotely (like ADS-B) and you could shutdown all driving in a given city - including busses. That would drop the accidents down to 0.
While a really stupid idea that would piss everyone off, it would allow the government time to get their shit together and preventing people from dying on airports and in the air.
