Nixon. The name you're looking for is Nixon. He's the one who started the War on Drugs as a justification to arrest the hippies and black people, two groups who openly and publicly opposed him. We know this for a fact because his former cabinet has been very open in talking about it. Brazen, even.

Cherry-picking Clinton for that and ignoring the multiple decades of policy before then is very telling of the narrative that you're trying to spin.

Also, here's a quote for you directly from Trump's incoming administration:

Bush Jr. is also a bad selection for your narrative. He was the most hated presidential candidate of all time during his campaign for reelection and has only been dethroned since by Donald Trumo and Hillary Clinton during the 2016 election. Maybe that's changed again. I haven't checked since then.
