"Be nice or else!" doesn't fucking work. Some people... are bastards. Some people make life worse for millions upon millions of innocent strangers. Some evils do not get solved through polite use of existing power structures.
People cheer when problems get solved. If you don't want that to mean a dance party on your grave, don't create problems for an entire fucking country, and then hide behind the rule of law. That's a lot of people with no legal recourse.
