The article really doesn’t explain what the assaults were.

But it’s interesting that the penalty for assault is so much lighter than the penalty for drug use. (It also doesn’t mention which drug.)

But he does sound like a dick.

Could be something like public disturbance or obstruction of business or the like.This issue has caught the attention of the members of parliament. They'll find something.
