It's accountability. If cops had to face charges for committing crimes while in uniform, we'd be seeing a lot fewer of these bad cop stories.

There might be issues with training, but the accountability gap has to be closed first. You can have the best training in the world, but it doesn't do any good when there aren't any consequences to ignoring the training.
