Gotcha state-backed goons aren’t criminals in his definition. Well, that clears everything up then.

He is not referring to those arrested. Canada has the largest diaspora of Sikhs and in that population are many Young Sikhs who committed crime in India and then fled to Canada. A minority of Sikhs aggressively advocate for Khalistan but because of this Cananda has become hotbed for call for separatism. And it hasn't been peaceful.

I know I was being sarcastic. Sikh separatism isn’t a crime in Canada.
They’re free to pursue any criminal charges they would like, that are bound by international law.
Instead, they sent hired goons to kill Canadian citizens. That’s not ok.
I'd let them give proof rather than believing on speculation.
