CPU Cooling problems: Just like 95C is normal for Ryzen, 100C is normal for Intel CPUs in many workloads. If you're worried about CPU temperatures, please look at reviews for the laptop or CPU cooler you're using.

Doubtful, Z690 supports 28 PCIE lanes.
Who gave you the resources to let you plan out this system....
If this is for mining, son your ROI is gonna be crap I can tell you bought the most cost inefficient stuff possible cause you have a z690 board. Sacrificing 1 GPU to buy a proper platform would have allowed for them all to fit (atleast for the system to post with PCIe layout != to intel intended usecase)
If this is for compute/AI, again who gave you the money or why did you go ahead and blow that money on a bunch of relatively random hardware.
