I've thrown out my Q6600 in 2020 and that was more than overdue. Deploying any Core 2 doesn't make sense in 2023 since you can get haswell and newer generations fully built (office PCs) for < 50 €.

Yes it could, however the TDP on that chip is 95 watts. Depending on where you live that will cost you at-least $10 a month in power, probably more.
However you can find HP G3 EliteDesk 800 on ebay for $90 that will run circles around that computer and take less power. Take a look at this video to see how.
That's the kinda PC you get given for free not the type you pay money for.
That is ancient and will use a lot of power.
The system is not the worst deal in the world if you can sell that GT 1030 for $40. It will run a Minecraft server and a NAS. This is a great option if your electric is free, it will be a power hog
