What you can't see from this angle is that the backpack is actually a jetpack in disguise, with the exhaust pointing downward. The picture was taken mid air (with the engine currently offline), hence the white background!

It looks like it's inspired by the shrine maiden (miko) dress, but it's not quite it. The backpack is a typical elementary school backpack so it might be a school uniform.
Hmm true, but it seems to have these kinds of suspenders (?) on it, can be seen around the shoulder...
