I don't know how it's in France, but here in Germany, I blame "centrist" parties and media. They all immediately took over racist narratives and tried to out-nazi the Nazis. Of course a bunch of violent idiots feel encouraged to vent their anger through their resentments.
You can blame Macron for that. The same as in Germany with centrist.
