In what universe does a fucking motherboard need water cooling?
Additional cooling for the VRM was only needed for the high end HEDT CPUs when overclocking. Even then, it wasn't always needed, depending on the platform.
For mainstream platforms, and especially with higher end motherboards, the VRMs are overbuilt to the point where they can supply several times the wattage required.
