CPU Cooling problems: Just like 95C is normal for Ryzen, 100C is normal for Intel CPUs in many workloads. If you're worried about CPU temperatures, please look at reviews for the laptop or CPU cooler you're using.

CPU is only boosting to 4.2ghz, your issue is right infront of you. You’ve messed with something in your bios. I suggest ensuring your AIOs pump is set to 100% and reset your bios to default

How would I adjust this , I've had so many issues today in regards to my bios and having constant bsods from the settings, pretty much did everything to restore got it working but I'm worried about putting vcore down again

Reset all of your motherboard settings, all of them. Use the clear CMOS if possible.

Set the following

XMP enabled
Load Line Calibration 7
MSI Lite Load 6

and then try again.

Yeah that's what happens when you set a static voltage unless it's real high. Don't do that for these CPUs.
