Does anyone know if this will work like AMD Chill? I just tried it but my GPU started heating up more quickly than it would have with AMD Chill so I am guessing that it doesn't work the same way.

I really don't want to disable AMD Chill. It's soooo good

Chill disables itself in the most important moments like menus and loading screens. You'd be probably better off locking the game to 60 fps with something like RTSS if you want to double it to 120 and would work better, I'd presume.
