Now, players who place wagers on NFL games will be automatically suspended for one year. If a player bets on his own team, he will be suspended for two years. Any game-fixing for gambling purposes will lead to banishment.

Shouldn't they get the more severe penalty if they bet against their team?

"Bets on his own team" likely means for or against - any bet directly involving his own team. If any evidence exists that he willfully lost, it would likely go to the lifetime banishment.
