If I collected a few on a pre season 1 character and the rest on a newer season one character. Do I permanently get all the altars unlocked once season one ends and both characters are in the eternal realm?

Or no idea as it'll be a bit before season 1 ends.

Log in to your preseason acc if you haven't already this season. When you log into that account once, its altars and map should register account wide.

Does that mean that the altars from pre-season should be unlocked on the seasonal character? Because I do not see them lit up on the map of the seasonal character.

I collected them all pre season and theyre all still collected on my ladder character

Hmm, I do need to check again then. I'm pretty sure I cannot see them on my seasonal character, but then again I started the whole campaign. Maybe I should skip the campaign for the seasonal char to get immediate access to the altars.

Yeah I skipped campaign so that may be it

Hmm, tried that, but unfortunately did not unlock the altars for me. I skipped the campaign on a seasonal char I already started. Apparantly it is possible to skip the campaign at a later point.
