Charging cars a toll to incentivize alternative transport during peak hours.

New York can no longer enforce it under decree of trump. It mostly targeted Manhattan and his billionaire homies couldn't stand to pay $9.
If I was a rich guy I'd be all for it, less traffic for me to drive/be driven through.
