I don't know anything about the public defender system other than it's by-state so going back hundreds of years some states have always been (far) shittier than others. The dems have avoided dealing with this problem. They could pass a bare minimum of federal standards. Of course - they never will. The DOJ has been a sad joke on this.

Is it even possible to pay off the average bachelors + law school tuition loan with that money

I don't wish to pigeonhole people, but public defenders whom I've met have had parents able to pay for their tuition.

I mean that make sense, everybody else who wants to be a public defender probably can't even consider it a viable option due to the finances

Think of it like an underpaid internship. You get experience and eventually you can build up a private defense practice while still getting referrals from the public defender office.
