So what's the policy - official or otherwise - on creating communities? Should I just re-create my favourite Reddit communities, if they don't already exist, and see if there's any uptake?

But how can I slag Oura and RedHat, as a customer of each, without the proper subs? ;-)

Absolutely create them, but more importantly post to them & where possible, post about them. People often hold back from posting if a community seems vacant, so its important to add new stuff regularly to your community.
