It's not an "either-or". HSR and public transit allow for Transit-oriented development which helps enable building more affordable housing. This also allows for residents to own less cars which on average cost owners ~$10K/year. Less cars also allows for reduced road budgets, so governments can allocate those funds elsewhere.
